HomeHelper Backup/Restore?
Just moved from an M1 8GB to an M2 24GB. Something about my M1 made using the Browser/Captures unusable. So far M2 has no issues.
But... how do I Backup and Restore all my HomeHelper data? Seems to not have been included with Sec Spy Preferences Export.

Great to hear the new machine is performing better. The Media Engine in the M2 chip provides much more powerful hardware-accelerated video processing compared with the M1, so this could account for the difference. In terms of the HomeHelper data, these settings would be copied over using Apple's migration tools, but I'm afraid this is not included in SecuritySpy's Preferences file and there is currently no option in HomeHelper to export/import settings. We'll see if we can add such an option in a future update.

Can Migration tool be used per app? If not, or even if, is there a folder I can copy over, or other way for me to copy over the data manually? Or is it all in the cloud at this point?

The location of these settings is up to the system, and varies a bit depending on system version and type of app. But, I believe the settings for HomeHelper will generally be stored in the file at
~/Library/Containers/HomeHelper/Data/Library/Preferences/com.bensoftware.HomeHelper.plist
Note that this is within the user's Library folder, which can be opened by holding the alt/option key, clicking the Go menu in the Finder, and selecting the Library option.
I suggest that you open HomeHelper on the new Mac so that the system creates this folder for it. Then quit it, and copy this settings file over to the same location on the new Mac. Does this do it?
