Any recommendations for POE external pan/tilt cameras?
I looked at the list on this site (thanks Ben!) but I struggled to find the cameras on Amazon.co.uk. There seem to be some like this:

The camera you link to is cheap because it is a fixed camera - it does not have mechanical Pan/Tilt. It has good specifications for the price so may work well otherwise, but for an outdoor camera with mechanical Pan/Tilt, expect to pay significantly more. For example, the Canon VB-M600D is a very nice camera that should meet your requirements - it currently retails for around GBP 600 which is reasonable compared to similar models by other manufacturers.

I would hope by this time next year, that Hikvision or Dahua will have one at the $400 street price point... I have just the place picked out already for this ;-)

You could also look at the Foscam line. I haven't been super-impressed with their lower-end ones but they have some higher-res versions that friends say work pretty well but I have yet to try.
Couple one of these PTZ cameras with a POE splitter like the TPLink TP-POE10R which is about $14 and you have a poor man's POE PTZ.
