Maybe make your motion trigger duration higher like 1 to 1.5 seconds. Not much you can do on a windy day if there's constant motion.

Anything that swings in the wind can cause false triggers. Masking can solve this if the items swing in predictable ways, but it could be that the movement is not covered completely by the mask. In addition, enabling the AI for this camera (e.g. enabling the Human option, if this is exclusively what you are interested in detecting) will really help to cut down the false triggers.
