Vivotek IP8330 connection problem

I hav a vivotek ip8330. I configured it the way the manual (security spy manual) says. So stream1 to jpeg. Strange is that i cannot seet the strem. In the web browser i cannot see the stream if it is set to jpeg. I can see if it is set to h264 or mpeg. In secirity spy the camera window keeps reconnecting. Seems that the camera is not sending the jpeg stream.
