Numberplate recognition

After suffering criminal damage to a vehicle and knowing that it will be attempted again (a criminal relative) and knowing that he will want to drive past our house to see if the damage has been repaired, I wonder if anyone knows of affordable or open source number plate recognition software I can feed with a days worth of combined recordings.

I've tried doing it manually but given that there are hundreds of cars passing daily, it's a time consuming and boring task.


Failing that, a way to spot for example just white cars would help.
