Dahua camera appears defective

I recently purchased a Dahua camera and appears to be defective.

The ConfigTool app is seeing the camera and I was able to initialize it but thats as far as it goes.

When I click on the Web Login icon from the ConfigTool it opens Safari and enters an IP but doesn't connect.

IP Scanner is also seeing the camera but I get "no response from host" when I try to ping it.

Physically I am not seeing any IR LEDs or any other signs of life except a faint click when first powered up.

Since Dahua is a recommended brand I hope someone here has experience with this camera.

    Solved:

    After the third factory reset, I was able to change the default IP to one in my routers range and this time it stuck. I then was able to add it to Security Spy.
